Almost all sheathing compounds, from PVC to polyethylene to Teflon, are at least waterproof, so they can get wet and then dry, and their cables may be fine. The real problem is when the cables are in standing water that won't go away. Water is often referred to as the "universal solvent": given enough time, it will pass through anything.
